1.4 km / 2.042394014962594 = 0.685470085 Kilometers en Diameter, so a radius of 0.3427350425 Kilometers
R = Y^(1/3)*0.28
R = Radius in Kilometers.
Y = Yield in Kilotons.
0.3427350425 = Y^(1/3)*0.28 = 1.8
So low end Small Town level
If I recall, completely destroying skyscrapers is also Small Town level, and this seemed to have destroyed skyscrapers so that's a nice back up.
